CONSTITUTION OF THE KINGDOM OF ADRINA
PREAMBLE:
We, the People of Adrina, imploring the aid of Almighty God, in order to build a just and humane society and establish a Government that shall embody our ideals and aspirations, promote the common good, conserve and develop our patrimony, and secure to ourselves and our posterity the blessings of independence and democracy under the rule of law and a regime of truth, justice, freedom, love, equality, and peace, do ordain and promulgate this Constitution.
ARTICLE 1-(1) The Kingdom of Adrina is a sovereign constitutional monarchy under an indirect democracy. Sovereignty resides on the people and emanates from them.
ARTICLE 2-(1) All Legislative Powers shall be vested on the cabinet which is to be elected by his grace, King Aman Dheer in consultation with an elected or appointed prime minister
(2) No person shall be a member of the Cabinet unless he is no younger than twelve years of age at the time of the election, able to write and read, and a citizen of Adrina for at least a month or foreseen conditions during time of appointment
(3) The term of office of the cabinet members of the Adrina shall be one year or for lifetime and shall commence, unless fixed by law, on the noon of the third day after the elections
(4) The Prime Minister of the Kingdom of Adrina shall be the President of the Cabinet, who shall not receive no vote unless equally divided.
(5) The Cabinet, if deemed necessary, through the 2/3 majority vote of it's members, shall expel an unruly member.
(6) In case of Vacancy in the Cabinet, a By-Election shall be held no later than three days after the office is vacant. The winners of the By-Elections shall only serve the unexpired term.
(7) The Cabinet meetings shall convene at least once a week during it's convocation.
(8) The Cabinet , during its weekly regular session, shall not be adjourned for ten consecutive days.
(9) The Cabinet shall determine special convocations for the citizens. If the majority of all the members of the Cabinet approves the request, the Cabinet shall decide on such matter.
(10) At the dissolution of the Cabinet, a General Election shall be called on later than fifteen days after the dissolution occurred.
(11) The Cabinet shall have the power to:
(a) lay and collect taxes, duties, imposts and excises, to pay the debts and provide for the common defence and general welfare of Adrina, but all duties, imposts and excises shall be uniform throughout Adrina.
(b) borrow money on the credit of Adrina
(c) regulate commerce with foreign nations and among several states.
(d) establish a uniform rule of naturalization and uniform laws on the subject of bankruptcies throughout the Adrina coin money, regulate the value thereof and foreign coin and fix the standard of weights and measures
(e) provide for the punishment of counterfeiting the securities and current coin of Adrina
(f) promote the progress of science and useful arts, by securing for limited times to authors and inventors the exclusive right to their respective writings and discoveries
(g) constitute tribunals inferior to the Supreme Court
(h) define and punish offenses against the law of the nations ;
(i) lay and collect taxes on incomes, from whatever source derived, without apportionment among the several states, and without regard to any census or enumeration; and make all laws which shall be necessary and proper for carrying into execution the foregoing powers and all other powers vested in this Constitution in the government of Adrina or in any department or office thereof
(12) The Cabinet shall exercise its power within the limitations of law.
(13) The Cabinet can be consulted either individually or collegially, preferably by the national advisor
(14) A Bill of the Cabinet shall be submitted in advance by the Prime Minister for the consideration of the King of Adrina.
(15) If the King agrees to the Bill, he shall sign it. If not, he shall return it to the Cabinet within three days along with his objections and suggestions.
(16) If the King failed to ratify the Bill within thirty days, it shall become an Act of Parliament. The Cabinet can override the veto of the King through a Unanimous Vote .
(17) The Cabinet shall not:
(a) Suspend the Writ of Habeas Corpus unless during an Invasion or as Security requires it.
(b) Collect taxes from exports from each Prefectures/citizens.
ARTICLE 3-(1) The King of Adrina (Female Counterpart: Queen) shall be the symbolic head of state of the Kingdom of Adrina. He shall be the symbol of unity of the nation and guarantor of this constitution.
(2) The Royal Throne Council shall be convened solely for the purpose of placing the new King, should the previous one die without an heir to the throne.
(3) The King of Adrina is a Constitutional Monarch, whom shall only bear the following powers and responsibilities:
(a) To appoint the Prime Minister with the consent of the his advisors.
(b) To appoint the other Cabinet Ministers with the advise of the Prime Minister.
(c) To compel awards and recognition to foreign or local recipients.
(d) To lead the Royal Adrina Armed Forces as it's Commander-In-Chief.
(e) To appoint the members of the peerage.
(f) To create diplomatic relations and treaties with the Advise-and-Consent of the Cabinet
(g) To Declare State of Emergency in case of chaos, famine, calamity or as security requires it.
h) To Conduct elections and by-elections in times of political chaos.
(4) The King shall perform all his duties within the limitations of law and as prescribed by this Constitution
(5) The King shall address the National Assembly during its Opening Session
(6) (a) In case of the King would be unable to rule for a while for whatever reason, the King shall appoint a Regent who will fulfill his duties. The Prime Minister shall countersign the Appointment and the Regent shall recite the Oath of Office and Allegiance to the Crown.
(b) In case of the Death, Abdication or Impeachment of the King, the President of the Privy Council shall serve as Regent until the Royal Throne Council elects a new King.
ARTICLE 4-(1) All Executive Power shall be vested in the Cabinet and shall be composed of the Prime Minister as its Chairman, and the Cabinet Ministers who leads the Government Agencies with their respective functions.
(2) The Prime Minister shall be the Head of Government of the Kingdom of Adrina, who shall be designated by the King among the members of the National Assembly.
The Prime Minister shall serve under the confidence of the King and the cabinet thus appointed.
(3) The Prime Minister shall assemble the Cabinet of Adrina. He may dismiss a Cabinet Member at his own discretion.
(4) If the National Assembly passed a no-confidence resolution or rejects a confidence resolution, the Cabinet shall resign-en-masse unless the National Assembly will be dissolved within fifteen days.
(5) In case of Vacancy on the position of Prime Minister, the king shall preside over the cabinet
(6) In the cases mentioned on the preceding sections, the Cabinet shall continue its functions until the appointment of a new Prime Minister.
(7) The Prime Minister, representing the Cabinet, submits bills and reports on the general State’s affairs to the various departments of the nation and exercises control and supervision over various administrative branches
(8) The Cabinet, in addition to other general administrative functions, shall perform the following functions :
(a) Administer the law faithfully, conduct affairs of the State
(b) Prepare the budget, and present it to the Federal Senate
(c) Enact Cabinet orders in order to execute the provisions of this Constitution and of the law. However, it cannot include penal provisions in such Cabinet orders unless authorized by such law.
d) Fulfill the King's mission for the term being.
(9) All laws and Cabinet orders shall be signed by the Prime Minister.
ARTICLE 4-(1) All Judicial Powers shall be vested in one Supreme Court and may vary from time to time ordain and establish. The judges, both of the Supreme and inferior courts, shall hold their offices during good behavior and shall be removed from office through impeachment. The Cabinet, through a law, must clarify the process of impeachment.
(2) the competence of the individual organs is regulated by the law.
(3) Acts of jurisdiction must be carried out within the territory of the Prefectures.
(4) The Supreme Court shall have one Chief Justice and two associate Justices, all appointed by the King with the advice of the Prime Minister.
ARTICLE 5- (1) This Constitution shall be in effect to and for the citizens of the Kingdom of Adrina
(2) No person or party therein has sworn allegiance to our nation shall not be obliged to refuse the Constitution unless the constitution refers to invalid term.
(3) The General Elections shall be held in April of every year except if it is dissolved by the King for public reasons.
(4) All existing laws, decrees, executive orders, proclamations, letters of instructions, and other executive issuances not inconsistent with this Constitution shall remain operative until amended, repealed, or revoked.
(5) All existing peace and diplomatic treaties which are against the fundamentals of the constitution need to be ratified or revoked accordingly at the earliest
(6) Only Citizens of the Kingdom are allowed to stand up for elections and hold any other civil or government post by the permission of the king and Prime Minister
(7) All demolished organisations of the government will ultimately be transferred to the person decided for a temporary period of time
(8) Private military services which are not a signatory to this constitution are to be dismantled immediately with or without the use of force
(9) All powers are to be vested in the hands of the King in case of Emergency or War which is to be given symbolically and shall be countersigned by the Prime Minister.
(10) The Constitution shall immediately be voted upon to check for faulty sections or clauses which pose a threat to the kingdom and it’s people.
(11) The King shall create a law defining the state symbols of Adrina.
(12) The King shall have the power to designate a Prefecture or City that will serve as the Seat of the Government of Adrina.
(13) No Person shall took any civil of public office without reciting the Oath of Allegiance to the Crown and the Oath of Allegiance to the Constitution.
ARTICLE 6-(1) If deemed necessary, the King can proposed amendments to this Constitution individually.
(2) The Constitution can be ratify through a Nationwide Referendum.

I,__________ hereby stand in front of the supreme being an henceforth announce my service to the well-wishes and the well-being of his majesty, the supreme holy commander of Adrina "
